SAIC Calls for Setting up Sound Food Safety Supervision Systems

To fully implement food safety regulations, the State Administration for Industry and Commerce (SAIC) calls on the industry and commerce administration department in all localities to set up six food safety supervision systems in a move to establish a long-term effective mechanism for the supervision over food safety in the circulation sector. 

Details of the six systems are as follows: 

Food market access system. SAIC will formulate the Measures for the Administration of Food Circulation Permit, making it a must for food producers and operators to obtain a permit before they could apply for a business licence. Those who have not obtained a prior-approval document may not proceed with the business registration formalities. Those whose permit is revoked or has expired will be ordered to complete the registration alteration or registration cancellation formalities within a specified timeframe.

Food market quality access system. Food operators are required to strictly examine the permit and food qualification certificates of the supplier, and to keep a proper record of goods purchased; food operators are urged to set up a food market exit system according to law; qualified food operators are encouraged to build an electronic goods purchase inspection record system. 

Food market supervision and inspection system. The work of supervision will be decentralised by shifting the duty and responsibility of daily supervision of food products to grass-roots level industry and commerce administration. Emphasis will be placed on key venues, key districts and key sellers, the frequency of inspection will be increased, the content of inspection will be fine-tuned, and the efficiency of inspection will be enhanced. 

Random sample inspection and market exit system for food in the circulation sector. Targeted food quality random sample inspection will be carried out against food products which have received frequent reports and complaints from consumers and which are closely related to people's livelihood; key items which have a lot of problems, do great harm and have an extensive impact; and key venues such as wholesale marts, small commodities markets, shopping malls, supermarkets and specialty stores. 

Food market supervision by category system. Taking into consideration the different characteristics and different operation and management levels of shopping malls, supermarkets, wholesale enterprises, small commodities markets and food stores, specific measures for supervision by category would be introduced. Supervision over food producers or operators who have records of serious integrity problem would be strengthened according to their record of law compliance.   

Food safety alert and emergency system. Effective food safety emergency contingency plans should be implemented at every level, information should be disseminated according to the relevant regulations of the state, unexpected food safety incidents in the circulation sector should be properly handled. A sound food safety major incidents reporting system should be set up to ensure a smooth flow of information. No late reports, omission of reports or cover-ups are allowed.
