In November 2008, the General Administration of Customs (GAC) introduced 10 measures to expand domestic demand and boost economic growth. The measures include providing customs clearance facilitation to the largest extent and supporting processing trade enterprises in fully exploring both the international and domestic markets.
The Jiangmen customs office has introduced the following measures by integrating the characteristics of the local economic development and perfecting the detailed implementation measures:
1. Based on the premise of effective supervision, customs clearance facilitation is provided to the largest extent in a move to reduce the time and cost of enterprises in customs clearance. Efforts are made to promote the supervision modes of "water transport customs transit" and "declaration at place of origin and inspection and release at port". An all-weather, 24 x 7 customs clearance appointment service is introduced to facilitate enterprises in completing customs procedures. On condition that a bank guarantee is provided by the enterprise, the speedy customs clearance measure of "release first, tax later" is adopted. Enterprises which really have difficulty providing bank guarantee may, upon approval granted by GAC, provide a collateral guarantee.
2. Customs clearance facilitation measures for Category A and Category AA enterprises are implemented. According to regulations, Category AA enterprises are given guarantee-free customs clearance treatment so that the large number of law-abiding enterprises can enjoy the benefit of "compliance and facilitation".
3. Procedures for the domestic sale of bonded goods under processing trade are streamlined, including such procedures as goods classification, price verification, unit consumption confirmation etc required for levying tax on domestic sale prior to processing trade. This can help expedite the turnaround time of documents and certificates and shorten the time required to handle taxation on domestic sale.
4. Starting from 1 January this year, 16 fee items including goods import and export certificates handling fee and document and certificate charge have been removed. This can help save over Rmb4 million for import-export enterprises including Hong Kong-, Macau- and Taiwan-funded enterprises.
5. Tailor-made policy and law enquiry services are provided so that import-export enterprises and their operators can have a good understanding of the latest laws, regulations and import-export policies in good time. This can create the right conditions for them to adjust their business strategies.
6. A customs statistics monitoring and alert service is in place to disseminate customs statistics and alerts to the public promptly, providing information services to corporate decision makers.
7. Efforts are made to strengthen customs protection over the proprietary intellectual property rights of enterprises. A more convenient intellectual property right filing service is provided to promote the development of home-grown brands by enterprises.
8. Regulated management and rational enforcement are in place to create a harmonious environment for the healthy development of enterprises.
