In conjunction with the provincial department of finance, the Shaanxi provincial department of commerce has recently announced the following nine measures in the light of actual conditions to cope with the global financial crisis and help enterprises tide over difficulties:
1. Give import/export enterprises of all categories in the province greater support in their research and development and technological transformation so they can produce higher value-added products and better sustain their imports and exports.
2. Further increase the ratio of funding support to enterprises in opening up international markets by 10%-20% on the existing level of 70% and offer booth subsidies of 30%-50% to enterprises taking part in international exhibitions on the mainland.
3. Give enterprises greater support in taking out export credit insurance by raising the average ratio of support for export credit insurance coverage to 40%.
4. Offer foreign trade enterprises subsidies for temporary storage at Shaanxi's international container yards to reduce their logistics cost.
5. Give greater support to the development of service outsourcing enterprises. On the basis of the original policy, support is given to service outsourcing and software export enterprises in building data backup and disaster recovery centres, call centre platforms, practical training platforms and other supporting facilities, applying for international accreditation, and opening up international markets.
6. Support enterprises in "three-network" building, that is, the building of offshore marketing, service and information networks.
7. Increase the scope of support for enterprises "going global" and, on the basis of the original policy, support enterprises in offshore merger and acquisition, offshore mineral resources exploitation, offshore agricultural cooperation and development and foreign labour service cooperation. Design and consultancy enterprises are encouraged to undertake international projects. Enterprises will also be given subsidies for purchasing local products for their offshore investment or project contracting.
8. Support foreign trade enterprises in building their own brand names, increase value-added in export products, and give rewards of Rmb300,000 and Rmb100,000 respectively to enterprises granted the titles of "Export Brand of China" and "Export Brand of Shaanxi".
9. Implement the project of "strengthening commerce by talents" by sending specialised personnel in the export-oriented economy to relevant domestic and overseas institutions and universities for training in foreign trade, foreign-related economic law, financial management and other fields.
