3.3 Appointing Agents to Handle Import and Export Commodity Inspection

3.3.1 Import and Export Commodity Inspection Agents

Only those corporate entities that have registered with SAIC and issued a Corporate Business Licence, and have registered with the local inspection and quarantine authorities and granted an Import and Export Commodity Inspection Agent Registration Certificate can act as agents for import-export commodity inspection applications. The inspection and quarantine authorities will not process applications submitted by unregistered agents.

3.3.2 Services Provided by Agents

The agents are responsible for contacting the inspection and quarantine authorities, arranging the time of inspection, coordinating with the inspection and quarantine authorities in connection with relevant investigations, and paying fees on behalf of their clients.

3.3.3 Letter of Attorney

The client must sign a letter of attorney with the agent. The letter of attorney should indicate the name, address, legal representative, and nature and scope of business of the client; the name, address and service of the agent; as well as the liabilities of both parties, the power of consent, the validity period and other matters; and should bear the official stamp of the client.
