Regulating Layoffs Not Forbidding Layoffs

Mr. Guo Jun, director of the Democratic Administration Department of the All China Federation of Trade Unions, published an article in the China Labour and Social Security News to express that regulating layoffs does not mean forbidding layoffs. It points out that the government only re-regulates layoffs in enterprises, but it is misunderstood by some media and enterprises to be limiting or prohibiting layoffs. According to the article, layoffs should be reported to the government, instead of applying for approval. Enterprises should not lay off employees when it is not so necessary. However, layoff should be allowed when it is essential for maintaining normal operation.
