Implementing Measures of the Regulations on Encouraging Multinational Companies to Set up Regional Headquarters in Beijing

This set of Implementing Measures has been formulated in an aim to implement the Regulations on Encouraging Multinational Companies to Set up Regional Headquarters in Beijing (Beijing Municipal Government Document [2009]No. 15) (hereinafter referred to as the Regulations).

I. Certification of Regional Headquarters

(A) An application for being certified as regional headquarters may be filed given any of the following requirements are met:

1. Being a foreign-funded investment company established upon approval.

2. Being a foreign-funded management company meeting the following requirements:

(1)    The gross assets of the parent company are not less than US$400 million;

(2)    The cumulative paid-up registered capital in China of the parent company is not less than US$10 million and the number of its invested or managed enterprises in the Chinese territory is not be less than three; or the number of invested or managed enterprises in the Chinese territory is not be less than six;

(3)    The registered capital of the management company is not less than US$2 million;
