Introduction
Baoding High-tech Industrial Development Zone (Baoding HIDZ) was established by the State Council in 1992. It has a planned area of 12.23 km2.
Baoding HIDZ consists of three zones. The central scientific and technological park is located in the north of the city's downtown district and has the largest area, while the eastern zone and western zone are situated in the east and west of downtown Baoding respectively.
All three zones are within 3 km from Baoding Train Station, where the Beijing-Guangzhou Railway passes through. Additionally, three expressways connect Baoding with Beijing, Shijiazhuang and Tianjin. Although Baoding has an airport, it is too small to be ranked in the top 150 airports of China. However, its neighbor, Beijing, has the largest airport in the country.
Investment Climate
Baoding HIDZ encourages the establishment of industries like new energy, electronics and IT, mechatronics, biopharmaceuticals, new materials and food processing.
New energy and power equipment manufacturing is the dominant industry of Baoding HIDZ, and it is known as the "Valley of Electricity" in China. In 2003, the zone was designated as China's only national industrial base for new energy and power equipment manufacturing by the Ministry of Science and Technology.
The zone's main strengths lie in solar photovoltaic equipment, wind power generation equipment, automatic control of power systems and energy-saving equipment manufacturing. Presently, there are over 160 enterprises within this sector. In 2007, their revenue reached RMB 16.0 billion, with exports of US$430 million.
Yingli Solar is the largest company in the photovoltaic field, as well as China's largest and the world's fourth largest solar cell manufacturer. In the first three quarters of 2008, its revenue reached RMB 2.2 billion, up 73.1% year-on-year.
In the wind power equipment field, there are nearly 50 companies. The largest one is Zhong Hang Huiteng Corp, with revenues of RMB 1.5 billion in 2007. Its output of wind power blades accounted for 90% of the nation's total. In 2007, a wind power industrial park with an investment of RMB 1.1 billion was set up in Baoding HIDZ.
Baoding HIDZ has strong research capabilities in the energy field. Besides its research cooperation with North China Electrical Power University in the electric sector, Baoding HIDZ has also set up R&D relationships with institutes in the Netherlands, US, Germany and UK. Presently, the zone is home to five national R&D centers.
