Introduction
Approved by the State Council, Beihai Export Processing Zone (Beihai EPZ) was established in March 2003 with a total planned area of 1.5 km2. Among all the zones in West China, it is the nearest export processing zone to the ASEAN countries.
Beihai EPZ is located in the west wing of Beihai city, next to Beihai Port and 3 km away from the heart of the city. It is also situated just 17 km away from the entrance of Nanbei expressway, which connects Beihai with Guilin, Chongqing, Guangzhou and other Chinese cities.
In addition, Beihai EPZ is adjoined to inbound railway and marshalling stations, and is 27 km away from Fucheng Airport, which is one of the three largest airports in Guangxi. There are more than 20 air routes leading to Beijing, Shanghai, Guangzhou and other cities.
Investment Climate
In 2007, the total foreign trade of Beihai EPZ amounted to US$202 million, representing an increment of 290% year-on-year and accounting for 20.6% of the province's total. Its foreign trade ranked second highest among the eighteen export processing zones in western China. Within the same year, Beihai EPZ's utilized FDI totaled US$24.3 million, accounting for 34.0% of the city's total. Mechanic and electronic products accounted for 98.7% of the zone's total trade.
Currently, there are eighteen registered enterprises in Beihai EPZ. Fourteen of these enterprises are in the export and import business. Commercial products are exported to 67 countries. Exports to ASEAN and the EU amounted to US$7.7 million and US$3.7 million, an increase of 1.4 and 16.2 times year-on-year respectively; exports to South Korea totaled US$598,000, 22.7 times more than the previous year.
In 2007, Sino-Panel (Asia), the manufacturing arm of Sino-Forest, producing and selling a variety of quality panels and wood-based products, signed an investment contract worth US$50 million with Beihai EPZ to start a new industry of high-grade composite wood flooring in the zone.
In addition, Guangdong Ever Bright Group, which is a cooperation partner of Japan Sanyo, invested over US$100 million to launch a laser head production base in Beihai EPZ. Upon completion of the project, the output of the laser head is projected to amount to 274 million units or US$350 million per year.
