Introduction
 

Xing'an League is located in the northeast portion of China’s Inner Mongolia Autonomous Region, between the Daxing'an mountain range and the Songnen Plain, and is adjacent to Heilongjiang and Jilin Provinces. The city covers an area of 59,806 sq km. Its population is 1.69 million.

Xing'an League has a typical temperate continental monsoon climate with four distinct seasons and a big temperature difference between day and night. The average annual temperature is 4-6°C, while average annual precipitation is 373-467 mm.

Xing'an League is replete with natural resources. Water resources total 7.3 billion steres, ranking the second after Hulunbeier in Inner Mongolia. Forest coverage is 22.5%. Additionally, Xing'an is rich in wildlife resources. The Keerqin Nature Reserve, which comprises grassland and wetlands for protecting rare birds, is located in Xing'an League.

Transportation access in Xing'an is very convenient. Wulanhaote Airport is 17km away from downtown Wulanhaote City, which is under administration of the league. It operates flights to nearby cities such as Hohhot, Tongliao and Beijing, etc. In addition, the Baicheng-Arxan Railway, the Tongliao-Huolin Railway, State Highway 111, and State Highway 302 run across the league and through cities under its administration.

 
Economic Features
 
Xing'an realized GDP of RMB 21.6 billion in 2009, representing a rise of 15.8% year on year. The city's GDP accounted for approximately 2.2% of Inner Mongolia's total.

In 2009, the agriculture industry realized value-added industrial output of RMB 6.95 billion, accounting for 32.2% of the GDP, while the value-added industrial output of secondary industry (industry and construction) amounted to RMB 7.0 billion, occupying 32.3% of the city's total. Major industries of the league include machinery, brewing, dairy processing and pharmaceuticals.

The service sector generated value-added industrial output of RMB 7.7 billion, contributing 35.5% of the city's total GDP in 2007. In the same year, the transportation, storage and postal sectors realized value-added industrial output of RMB689 million, representing an increment of 1.6% compared to the previous year.

In 2009, tourist arrivals amounted to 1.5 million, up 26% year on year, while tourism income totaled RMB 2.0 billion, increasing 34% compared to the same period of last year. Of the tourism income, US$1.6 million was contributed by foreign tourists, representing an increment of 21% year on year.

In 2009, utilized FDI amounted to US$4.86 million, increasing by an amazing 84.1% year on year. Total foreign trade of league amounted to US$1.7 million (comprising export value of US$1.51 million and import value of US$0.19 million), down 16.5% year on year. The major export goods of the league are foods and textiles, while the key imported good is equipment. The Republic of Mongolia, North Korea and South Korea are the major trading partners of the league.
 
Cultural Highlights
 

Xing'an boasts a “red” culture, a culture of revolution and resistance. From 1931 to 1949, the people of the league resisted the aggression of Japan, fought for their liberty and finally won the overall victory.

Currently, Xing'an is a multi-cultural city with 22 ethnic minority groups, including Mongols, and Koreans, living in the city. They live together harmoniously and retain their cultural legacy and life practices. Among the minority groups, Mongols account for approximately 40% of the population.

 
Tourist Attraction
 

Xing'an is famous for its beautiful scenery. Beautiful sights include the Keerqin Nature Reserve, the Aershan Mountain Hot Springs, and the Genghis Khan Temple. The Keerqin Nature Reserve has around 450 types of vegetation and more than 200 types of animals.

In Xing'an, traditional Mongol foods such as milk tea and roast lamb are very popular. Wangxiaoer Pancake, created by the chef Xiaoer Wang, is also famous here. It is bought and eaten by common people and is appreciated for its crispy, delicious taste.
