Introduction

Anshan High-tech Industrial Development Zone (Anshan HIDZ) was constructed in November, 1992, and has a total area of 14.67 km2. It consists of two halves: the Eastern zone and the Western zone.

The eastern zone covers an area of 7.9 km2, and is located between Dongshan Mountain and Qianshan Mountain, which are east of the Anshan downtown area. The western zone has an area of 6.77 km2, and is located to the south-west of the downtown.

Both of these zones are less than ten minutes, by car, from the downtown area of Anshan. There is one railway and one highway passing by Anshan, connecting it with Yingkou, the nearest seaport, and Shenyang, the capital of the province of Liaoning.

Investment Climate

In 2006, the GDP of Anshan HIDZ reached RMB 8.8 billion, up 35.2% over the previous year. Its industrial output grew by 35.3% to RMB 30.4 billion, in which 52.6% was generated from the high-tech sector. In the same year, the utilized FDI jumped by 116% to US$20.5 million.

The two zones of Anshan HIDZ focus on different development directions. The eastern zone encourages scientific research and the development of high-tech industries, while the western zone focuses on rebuilding of the traditional manufacturing and processing industries using high tech.

The key industries for the eastern zone include advanced manufacturing and the production of new materials. Other encouraged industries in this zone are electronics and IT, biology and medicine, fine chemicals, and mechatronics.

In the advanced manufacturing industry, the key sectors are equipment manufacturing and the industrial automatization. Anshan benefits from being near Shenyang, widely known as "China's Equipment Department". Equipment manufacturing is a traditionally advantageous industry of Anshan, and thus attracts many investors.

Among them, Tsinghua Tongfang is the largest investor. Its industrial base mainly produces digital television transmitters, and involves an investment of RMB 70 million.  The annual industrial output of the base is planned to reach RMB 300 million. Hainuo Group is another important investor in this field, and is also one of China's major producers of construction machinery. 

Industrial automatization is another key sector in the advanced manufacturing industry. In this field, Huaye Group is the largest investor; their main business is the manufacturing of transformers, automation equipment and relay.

Winning Edge and Limitations

Winning Edge

  1. Anshan has plenty of mineral resource in reserve, especially iron. The cost of steel is relatively low in Anshan.
  2. Anshan is adjacent to Shenyang, which is an important equipment manufacturing base of China. This has boosted the development of equipment manufacturing in Anshan.

Limitations

  1. Transportation is not as convenient in Anshan as it is in other major parks. There is only one railway and one highway passing by it.
  2. There are air pollution problems in Anshan, caused by its largest steel producer, Ansteel.
