Introduction
Located in Baotou, the largest industrial city in the Inner Mongolia Autonomous Region, the Baotou National Rare-Earth High-Tech Industrial Development Zone (Baotou NREHTIDZ) was established in November, 1990, and approved by the State Council in November, 1992, as a state-level development zone.
Baotou NREHTIDZ has a well-developed traffic network; it is a mere 6 km away from the train station, and a further 16 km from the Baotou Erliban airport.
Investment Climate
In 2007, the GDP of Baotou NREHTIDZ amounted to RMB 8 billion, accounting for 6.3% of city's total. In 2007, Baotou NREHTIDZ attracted twenty-three new programs with an investment value of RMB 7.6 billion, representing a 128% year-on-year increment. Additionally, within the same year, Baotou NREHTIDZ signed contracts on twenty-seven programs, with a planned investment value of over RMB 5 billion.
The three major industries are rare earth, aluminum bronze, and electrical- and mechanical-manufacturing. The total industrial output of these three industries contributed 75% to the total of that from the enterprises with designated size and above in the city.
In 2007, the King Deer Group, Shenglong Linen Textiles and the Inner Mongolia Select Textiles Group invested RMB 2.9 billion in total to relocate their plants to Baotou NREHTIDZ. The East Hope Group invested RMB 3.4 billion to implement an aluminum-processing program, while the Baotou HuaDing Copper Industry invested over RMB 400 million in order to expand their operations in the zone.
