Introduction

The Beijing Mafang Economic Development Zone (Beijing Mafang EDZ), formerly known as Pinggu Mafang Industrial Zone, was approved to be a municipality-level development zone by the Beijing Municipal Government in 2006. It has a planned area of 9.1 km2.

Beijing Mafang EDZ is located in the south-west of Pinggu District, the intersection point of Beijing and Sanhe City in Henan Province. The zone is 6 km away from 102 National Highway (from Beijing to Shuangcheng in Heilongjiang Province) to the south, 10 km away from Daqin Railway (from Datong in Shanxi Province to Qinhuangdao in Hebei Province) to the north, and 35 km away from the Beijing Capital International Airport to the west. Beijing Capital International Airport was ranked the largest airport in terms of passenger throughput in 2007. Miyun-Sanhe Road runs through the zone, while Tianjin Port, the largest port in northern China, lies 130 km away to the west of the zone.

The zone enjoys rich talent resources in Beijing. There are eighty-three universities and colleges in Beijing, including the most prominent universities: Peking University, Tsinghua University, Beijing University of Aeronautics and Astronautics and Central University of Finance and Economics. In 2007, the number of graduates reached 139,000.

Investment Climate

In 2007, Pinggu's GDP soared 12.3% to RMB 7.2 billion, less than 1% of Beijing's GDP. The added value from the industry sector reached RMB 3.2 billion, contributing 44.5% to Pinggu's GDP.

Beijing Mafang EDZ encourages investments in construction materials, pharmaceuticals, electronics and other high-tech industries. The contractual foreign investments in the zone hit US$50 million in 2007, while the utilized foreign investments in the zone amounted to US$25 million in the same period.

Beijing Electrical Control Science Park is located within Beijing Mafang EDZ. A total of RMB 2.8 billion will be invested in the park, which covers a construction area of 900,000 m2. The initial stage of the zone started construction in 2008, and will be developed in co-operation between Zhongguancun Science Park and the people's government of Pinggu District.

Major investors in the science park include Fule Kangda, YFY, BOE Technology, Jile, BBEF, and C&W Technology. Jile Electronics and BOE Technologies launched display production-lines in the zone. Jile Electronics, set up in 1996 in Beijing Mafang EDZ, is a manufacturer of LED optoelectronic products and telecommunication products. Beijing-based BOE Technologies, established in 1993, is a supplier of display devices and solutions. Being a listed company, BOE gained main business revenue of RMB 11.2 billion in 2007.
