Introduction
The Beijing Caiyu Economic Development Zone (Beijing Caiyu EDZ), formerly known as Beijing Daxing Caiyu Scientific Park, was built up in 1999. It was approved to be a municipality-level development zone by the Beijing Municipal Government in 2006, with a planned area of 1.3 km2.
Situated in Daxing District in the south-eastern part of Beijing, Beijing Caiyu EDZ borders Oriental University Town and Beijing Economic and Technological Development Zone, a state-level development zone in Beijing.
The zone is only 25 km from Tiananmen Square, the city center of Beijing. Located at the Caiyu Exit of the Beijing-Tianjin-Tanggu Highway, Beijing Caiyu EDZ is merely 20 km away from Beijing Nanyuan Airport, 60 km from Beijing Capital International Airport and 70 km from Tianjin Binhai International Airport, while Tianjin Port, the largest port in northern China, is 110 km away. Tianjin Port handled 309 million tons of cargo and 7.1 million TEUs in 2007 respectively. The zone is also close to the Beijing-Shanghai Railway and Beijing-Kowloon Railway, both of which connect Beijing with most cities in the eastern and southern parts of China.
The zone enjoys rich talent resources in Beijing. There are eighty-three universities and colleges in Beijing. In 2007, the number of graduates reached 139,000. The most prominent universities in Beijing include Peking University, Tsinghua University, Beijing University of Aeronautics and Astronautics and Central University of Finance and Economics.
Investment Climate
Daxing's GDP grew 14.7% from the previous year to RMB 19.4 billion, comprising 2.2% of Beijing's total. The manufacturing industry is the major industry in Daxing; the gross industrial output above designated size from the manufacturing industry accumulated to RMB 5 billion in 2007, nearly one fifth of Daxing's total.
Beijing Caiyu EDZ has formed investments in new materials and food processing as its major industries. It also encourages investments in the electronics and machinery industries. By 2006, thirty-three firms had been set up in the zone, two of which are foreign funded. The contractual investments accumulated to RMB 2 billion in the zone, while the utilized investments hit RMB 1.2 billion.
In 2007, the zone attracted US$3.4 million contractual foreign investments, and had a strong auto parts-manufacturing industrial base. The major investors in the zone include Lear Corp, Delphi, Jiangnan Mould & Plastic Technology, and Beijing Auto.
Beiqi Leer Automobile Electronic Appliance Co. Ltd. was jointly invested in by Beijing Automobile and Leer Corporation in 2007 with US$10 million. Beijing Automobile, with an annual production capacity exceeding 0.7 million units, is one of China's oldest and largest car-makers. The joint venture mainly produces seating systems, electronic products and electrical distributions systems.
Beiqi Delphi Automobile A/C System Company, an A/C system producer, was co-invested in by Beijing Automobiles, Shanghai Delphi Auto A/C Systems and Guanghua Shiyuan in 2008. The annual production capacity of this firm is expected to reach 200,000 sets after the completion.
