Introduction
The Beijing Changping Xiaotangshan Industrial Park (Beijing Changping Xiaotangshan IP) is located in Changping District, in the north-western part of Beijing. It was approved to be a municipality-level development zone by the Beijing Municipality Government in 2006, with a designated area of 1.2 km2.
Located in the east of Xiaotangshan Town in Changping District, Beijing Changping Xiaotangshan IP is 22 km from Tiananmen Square, the city center of Beijing. Beijing Capital International Airport is 16 km away in the west, and handled 53.6 million passengers and 1.4 million tons of freight in 2007, ranking first and second respectively among all the airports on mainland China. The zone adjoins Beijing-Changping Highway to the west and Beijing-Chengde Highway to the east. Tianjin Port, the largest port in northern China in terms of container throughput and cargo traffic in 2007, is within one-and-a-half hour's drive.
The zone has rich talent resources. Over one-hundred and ten research institutions and twenty-eight universities are located in Changping District. There are also six vocational education institutes in the district, with the number of graduates hitting 4,133 in 2007.
Investment Climate
Changping's GDP climbed up 18.1% from the previous year to RMB 26.5 billion, comprising approximately 3% of that of Beijing. As the largest contributor to Changping's economy, the industry sector, with added-value of RMB 13.2 billion, contributed to nearly one half of Changping's GDP.
Beijing Changping Xiaotangshan IP has formed new materials, food processing and machinery as its major industries. The contractual foreign investments and the utilized FDI in the zone hit US$9.9 million and US$6.6 million in 2007 respectively.
The major investors in Beijing Changing Xiaotangshan IP are domestic firms, including Beijing Lirr Refractories, Beijing-Huali United High-tech, Beijing Hengxin Banghe, Beijing Bright Chemicals and Beijing Huanyu. Beijing Huanyu, a Beijing-based elevator producer, invested RMB 10 million into a production line in the zone in 2004.
Beijing Lirr Refractories, established in 1999, is a refractory materials-producer in the zone. Its sales revenue in 2006 amounted to RMB 350 million, almost twenty-two times the figure obtained in 1999. Beijing Zhongnong Bangyang Biotech was set up by the China Agricultural University, which is the top university for agriculture in China. The company's main business covers R&D and the production of feeds for poultry, livestock and aquatic products.
