Baicheng is located in the northwestern part of Jilin Province, occupying the western part of the Nenjiang Plain and the eastern part of Horqin Grassland. It covers an area of approximately 25,683 sq km. The population of the city amounted to 2.03 million at the end of 2009.
Baicheng has a temperate monsoon continental climate and gets plenty of sunshine. The average temperature is 4.9°C. The average annual precipitation reaches 408 mm, while the average annual sunshine totals 2,919 hours.
Baicheng is one of five major bulrush cultivation bases in China. In addition, Baicheng is also replete with water resources. There are six rivers, including Nen River, and Taoer River, running through the city, and there are 12 reservoirs located in Baicheng. The available aquaculture water surface is approximately 900 sq km, accounting for 34.4% of Jilin Province's total.
Transportation in Baicheng is very convenient. There are highways and railways running through the city and extending to most domestic cities throughout China. Additionally, Da'an Inland River Port, which has an annual throughput capacity of 1 million tons, was approved by the State Council as a foreign trade transportation port in 1990. It is the only waterway for foreign trade between Jilin and Russia.
Economic Features
Baicheng realized GDP of RMB 44.15 billion in 2010, representing a rise of 19.3% year on year.
The agricultural sector generated value-added industrial output of RMB 8.32 billion in 2010, accounting for 18.9% of the city's GDP. Output of crop amounted to 3.39 million tons, increased 35% year on year.
In 2010, value-added output of secondary industry (industry and construction) amounted to RMB 20.12 billion and accounted for 45.6% of the city's total.
Value-added industrial output of industrial enterprises with designated size or above amounted to RMB 8.93 billion, up 37% year on year. Metallurgy, pharmaceuticals, food processing and chemicals are the pillar industries of Baicheng.
Baicheng Jinsheng Nickel Co is a subsidiary of Tianjin Jinsheng Metallurgical Products Co., Ltd. The plant occupies 118,000 sq m. Currently 4 furnaces 12500KVA and 2 refining furnaces 5000KVA were constructed. After the furnaces were launched into production the production of ferroalloys is expected to be increased to 140,000 tonnes, where 60,000 tonnes of nickel and 80,000 ferrochrome.
In addition, Jilin Shengji Biological Chemical Co, which is also under construction in Baicheng Industrial Park and is principally engaged in nylon production, is expected to realize annual sales revenue of RMB 297 million upon completion.
In 2010, the service sector generated value-added output of RMB 15.71billion, contributing 35.5% of the city's GDP. Sales of consumer goods amounted to RMB 16.22 billion in 2010, up 18.9% year on year.
The city's foreign trade amounted to US$81.49 million in 2010, decreased 10.4% compared to the previous year. Exports decreased 6.4% to US$63.25 million, while import soared 25.4% to US$18.24million.
Baicheng attracted contractual foreign investment of US$77.5 million in 2010, while the utilized FDI in the city reached US$55.01million.
Cultural Highlights
Baicheng has a profound history. As early as the Late Neolithic Age, there were people living and multiplying here. Ethnic groups including the Eastern Hu, the Xianbei, the Fuyu, and the Qidan once administrated the area. During the Liao Dynasty, Baicheng was the political center of four emperors, namely Emperor Shengzong, Emperor Xingzong, Emperor Daozong, and Emperor Tianzuo.
Currently, there are about 30 ethnic groups, including the Han, Mongols, the Man, and the Hui living together in Baicheng. Mongols are the largest minority ethnic group.
