Introduction
 

Heihe is located at the northern edge of Heilongjiang Province on the Russian border, on the south bank of the Amur River, adjacent to the Russian city of Blagoveshchensk.

Heihe has a relatively long winter, compared to other cities in China. Its average annual temperature is -1.3℃ to 0.4℃ and the temperature can drop to lows of -40℃ in winter.

Heihe was among the first batch of border-opening cities that China established during the 1990s. It has a tight trade relationship with Russia. Transportation between Blagoveshchensk and Heihe is by boat in the summer and by bus over the frozen river in the winter.

 
Economic Features
 
In 2009, the city’s GDP rose 14% year on year to RMB 22.49 billion. Hehei is an agricultural base, with grain, soybean and vegetables as its major products. Value-added output from agricultural sector amounted to RMB 10.4 billion, accounting for 46% of the city’s GDP. In 2009, crop production of the city amounted to 2.19 million tons, up 8% year on year.

In 2009, value-added industrial output rose 20.6% year on year to RMB 1.6 billion. Heavy industry and light industry amounted to RMB 1.2 billion and RMB 0.4 billion respectively, accounting for 75% and 25% of the industrial sector. Coal mining, food processing, wooden products and building materials are the pillar industries of Heihe.

Service industry remains stable growth at 13.1% year on year to RMB 9.2 billion in 2009. Heihe has an active consumer market. In 2009, sales of consumer good rose 18.5% to RMB 4.7 billion. In 2009, more than 2.16 million tourists have visited the city, up 26.5% year on year.

In 2009, total foreign trade of the city decreased 34.96% to US$1.89 billion. Export and import decreased 35.82% and 21.91% to US$1.75 billion and US$0.14 billion, respectively. Heihe was approved by the State Council as a border-opening city in 1992. Now, it is a major centre of Sino-Russian trade. In 2009, border trade of the city amounted to US$323.8 million, decreased 72.32% year on year. Border trade value with Russia amounted to 541.33 million in 2009, decreased 69.9% year on year. 
 
Cultural Highlights
 

Heihe was first set up in the 17th century, when the governor of Qing Dynasty established it as the office location for its military units.

Presently, there are 31 minorities in Heihe.

Heihe’s culture is deeply influenced by Russia. The cultural communication between Heihe and Russia began in the 1980s. Currently, there are numerous communication activities, including literature shows, fireworks shows, film weeks and arts festivals.

 
Tourist Attraction
 

Heihe has plenty of natural tourism resources, including Amur River and Wudalianchi, where people can take a trip to local volcanoes. A famous historical scenic spot is the Old City of Aihui, in which the first unequal treaty between China and Russia was signed in the 19th century. Today, it has become a base for patriotism education.

Traditional Dongbei foods, as well as Russian foods, can be found in Heihe. Famous delicacies include Subo Soup, fresh fish salad, Dongbei Stew, and Sanhuawuluo.
