Amendment of AS/NZS ISO 8124.1 - Hazardous Magnet Requirement
Given the ongoing problems with magnetic toys, and the potential for serious injury or even death, AS/NZS ISO 8124.1 Safety of toys in Australia and New Zealand have been revised to address ingestion hazards of magnets associated with toys used by all age groups as an interim measure.

EU Ban Extended on Novelty and Non-child-resistant Lighters
The EU ban on novelty lighters and non-child-resistant cigarette lighters has been extended until 11 May 2010 by Decision 2009/298/EC (1). The original ban applied from 11 March 2007 (1), as a temporary measure under Article 13 of the General Product Safety Directive 2001/95/EC, which can only remain valid for up to 1 year, but may be extended.

ASTM F963-08 Published
In its ongoing efforts to reflect the latest issues and emerging hazards in the realm of toy safety, ASTM has published its latest revision to F963, Consumer Safety Specification for Toy Safety. The 2008 version of the standard contains revised sections on ingestion of magnetic components, impaction hazards, acoustics, flammability and many others.

Illinois Approved the Lead Content Labeling Act
The Illinois governor of the United States, Blagojevich, has signed the bill SB 2860 to become Public Act 095-1019 on Dec 23, 2008. The Act amends the current "The Lead Poisoning Prevention Act" and "The Mercury-added Product Prohibition Act".

Denmark Finds Toys with Excess Lead Levels in RoHS Enforcement Sweep
Denmark's Environmental Protection Agency (EPA) has released the results of a recent crack-down on hazardous chemicals and substances in toys, with three toys found with lead above acceptable levels and the products removed from sale nationwide.

Toy Business Updates in Australia and India
Australian government published new requirements on lead and certain elements in children's toys on Feb 2, 2009. The new requirements will replace the current Trade Practices Act ban on lead in toys which was implemented in 2007 owning to the large numbers of toys recall case because of the excessive lead content.

Brazil Proposes to Change the Toys Importation Policy
The Brazilian Government has published an Emergency Order to control the qualities of imported toys by using Certification System No. 7, which was established by MERCOSUR Technical Regulation No. 23/04 on Toy Safety. However, test reports from laboratories outside Brazil are not accepted.

News on the Retroactive Application of the CPSIA Phthalate Prohibition
On February 10, 2009, DEHP, DBP and BBP will be permanently banned. Additionally, DINP, DIDP and DnOP will also be banned on an interim basis, for children's toys or child care articles as defined in section 108 of the CPSIA (For details, please refer to Intertek news update: CN-152).

California Proposition 65 Settlements Lead and Phthalates in Toys and Children's Products
A consent judgment pertaining to the exposure of lead and phthalates to users who use or handle toys or other children's products was settled in August 2008. According to the settlement, the manufacturer shall only provide covered products for sale in California that are both phthalate free and lead free.

California State to Enforce Phthalate Requirements
The Attorney General of California has sent a letter to Cheryl A. Falvey, the General Counsel of CPSC, to explain the position on the applicability of California's phthalate limits on toys and child care articles.
