Miscellaneous Latin American AD Actions on Chinese Products

Argentina Issues Affirmative Dumping Determination on Slide Fasteners, Initiates Proceeding on Chlorodifluoromethane. Argentina’s Ministry of Production has issued a final affirmative determination in its AD investigation of mainland Chinese slide fasteners and parts thereof, of polyester monofilament, nylon, injected plastics or bronze, classified under NCM 9607.11.00, 9607.19.00 and 9607.20.00. The ministry established a minimum FOB price of US$0.4474 per unit on imports of subject fasteners and US$0.3362 on imports of subject chains. While imports of lower-valued items are allowed, importers are required to guarantee payment of the difference in each of those circumstances. This measure entered into force on 8 October and will remain in force for five years.

Separately, the Department of Industry, Commerce and Small and Medium Enterprises has initiated an AD investigation of mainland Chinese chlorodifluoromethane classified under NCM 2903.49.11. Argentinean Customs will begin requiring certificates of origin for subject merchandise from 24 December.

Brazil Begins Sunset Review on Magnesium Granules. Brazil’s Ministry of Development, Industry and Trade has initiated a sunset review of the AD duty order on magnesium granules classified under NCM 8104.30.00 and 8104.90.00 from mainland China. Imports of subject merchandise have been subject to an AD duty of US$0.99 per kilogram since October 2004.
