The Department of Commerce’s Bureau of Industry and Security recently updated the list of eligible products and mainland Chinese companies approved to receive exports, re-exports and transfers of certain controlled goods and technology under the validated end-user programme established in 2007. The changes are summarised below.

· A new company, Aviza Technology China, has been added to the list of authorised VEUs. As a result, U.S. exporters will be able to ship items classified under Export Control Classification Numbers 2B230, 3B001.c.1.a and 3B001.e to this company without first having to obtain an individual export licence. The approved company facilities are located in Shanghai, Beijing and Chengdu.

· The VEU authorisation for Applied Materials China Ltd. has been amended to include ECCN 2B006.b.1.a and an additional facility in Xi’an Shanxi has been authorised.

· The VEU authorisation for BHA Aerocomposite Parts Co. Ltd. has been amended to reflect a change in the corporate name of that entity to Boeing Tianjin Composites Co. Ltd. Additionally, this authorisation now includes ECCN 2B001.b.2 (limited to machine tools with accuracies no better than (i.e., less than) 13 microns) and replaces ECCN 2B001.e.1.a. with 2B001.e. 

As a result of this action, there are now six authorised companies and 20 eligible facilities under the VEU programme for China. The authorised VEUs are Applied Materials China Ltd., Aviza Technology China, Boeing Tianjin Composites Co. Ltd. (formerly known as BHA Aerocomposite Parts Co. Ltd.), National Semiconductor Corporation, Semiconductor Manufacturing International Corporation and Shanghai Hua Hong NEC Electronics Company Ltd.
