Guangzhou to Build Largest Airport Bonded Zone in China

Guangzhou is currently preparing to build the largest airport bonded zone in China. Upon completion, the Guangzhou Baiyun Airport Comprehensive Bonded Zone is expected to generate investment opportunities worth over Rmb100 billion.

According to the proposal, Guangzhou Baiyun Airport Comprehensive Bonded Zone will cover a total area of 7.198 sq km, with its main site locating in Zhongluotan township in Baiyun district (while its southern and northern sections will fall within Huadu district). At present, the Tianzhu Comprehensive Bonded Zone in Beijing, occupying an area of 5.944 sq km, is the only comprehensive bonded zone in China. Upon approval granted to the construction of the Guangzhou Baiyun Airport Comprehensive Bonded Zone, it will become the second and yet the largest comprehensive airport bonded zone in the country.

Reportedly, the Baiyun district section of the Guangzhou Baiyun Airport Comprehensive Bonded Zone is within 5 km from the Baiyun International Airport, the third runway of the airport and the Fedex Asia-Pacific Hub. This section is conveniently located and easily accessible, neighbouring the Beijing-Zhuhai expressway to the east, linking to the planned airport east ring road to the north, and connecting to the airport through the planned Baiyun six-lane highway to the west.

Under relevant regulations, enterprises moving into the airport comprehensive bonded zone are entitled to the "exempt from licence, exempt from duty and bonded tax" policy. Chinese products entering the bonded zone are entitled to tax rebate while foreign products can enjoy tax exemption. Taking advantage of the Baiyun International Airport, the Guangzhou Baiyun Airport Comprehensive Bonded Zone can perform the functions of customs clearance, export processing and bonded logistics under one roof and can help enterprises effectively lower operating costs.

The section of the Guangzhou Baiyun Airport Comprehensive Bonded Zone located in Baiyun district will be mainly devoted to the development of bonded processing, bonded trade, bonded logistics and trade in services.

Advanced manufacturing industries, in particular new and high-tech industries and high value-added industries such as electronic information, bio-medicine, environmental protection, energy conservation and OME (opto-mechanical-electronics), which rely heavily on the time efficiency of air transport, will be the key tenant recruitment targets. For bonded trade, multinational enterprises will be actively attracted to set up their Asia-Pacific sourcing centres, materials distribution centres and sales centres in the Guangzhou Baiyun Airport Comprehensive Bonded Zone (southern section).
