At the 8th session of the Standing Committee of the 4th People's Congress of Hainan Province on Mar. 25, 2009, the Hainan Special Economic Zone Regulations on Promotion of Development of Small and Medium Enterprises was adopted, which will come into effect on Jul. 1, 2009. It consists of 8 chapters and 56 articles, stipulating that the property right, business right and impartial competition right of small and medium enterprises are subject to legal protection; enterprises should fulfill their statutory obligations, implement business operation and management in a legal manner, be honest and trustworthy and enhance social responsibility, without damaging the interests of employees.
