CITA recently issued a notice cancelling the remaining Electronic Visa Information System and quota reporting requirements in place for mainland Chinese-origin textile and apparel imports that were subject to quota in 2008. Specifically, effective from 1 July CITA is terminating the ELVIS transmission and quota reporting requirements for goods exported from China prior to 1 January 2009 (i.e., shipments that were subject to quota in 2008). In practical terms, this decision affects mainland Chinese textile and apparel goods subject to quota in 2008 that were exported from China prior to 1 January 2009 but have not yet been imported into the United States (e.g., certain goods sitting at a warehouse or shipped to a third country). CITA also recently terminated the textile visa requirement for imports of women's and girls' wool coats (category 435) manufactured in Russia. As a result of these actions, the United States no longer has in place any visa requirements for textiles and apparel, with the exception of goods entered under certain trade preference programmes.
