Introduction Nanjing Export Processing Zone (Nangjing EPZ), consisting of South Park and North Park, was approved by the State Council in 2003 and has an area of 2.5 sq km.

The South Park, covering an area of 1.2 sq km, is located inside Jiangning Economic and Technological Development Zone, 15 km from downtown Nanjing.

It is 20 km from Nanjing Port, which was the country’s third-largest inland river port in terms of cargo throughput in 2008 and is the largest inland-river petrochemical and liquid chemical products transfer port. It is 7 km from Nanjing South Station and close to the Nanjing Lukou International Airport.

The North Park, situated in the state-level Nanjing Economic and Technological Development Zone, is near the Second Yangtze River Bridge in Nanjing. Nanjing Lukou International Airport, 50 km away, can be reached by car in 40 minutes. It can also be reached through the Nanjing North City Loop Railway, which is linked to the Tianjin-Zhenjiang Railway, the Shanghai-Nanjing Railway and the Anhui-Jiangxi Railway. Both parks are connected to downtown Nanjing and to other major cities via the Nanjing-Shanghai Expressway, the Nanjing-Hangzhou Highway, the Nanjing-Maanshan Highway, the Nanjing-Hefei Highway and the Nanjing-Lianyungang Highway.
Investment Climate Nanjing EPZ encourages investment in electronics, automobiles, food and beverages and new construction materials. It is a gathering area for export-oriented firms. In 2010, the foreign trade value in the South Park was US$10.85 billion, including an export value of US$5.94 billion. The utilized FDI in the zone stood at US$155 million.

The park is becoming a major electronic information industrial base in Nanjing. Compal Communications from Taiwan, an OEM of Nokia and Motorola, in 2003 set up a manufacturing plant in the zone with an initial investment of US$29.5 million. It has a monthly production capacity of over 2 million mobile phones. The zone is one of China’s major mobile phone production and export bases and produces more than 120 million units annually, accounting for nearly 8% of the world’s total. Colombia Semiconductors inaugurated a semiconductor wafer project, the first of its kind in Nanjing, with US$150 million in 2006. It has greatly contributed to the completion of the electronic information industrial chain in Nanjing.

In 2008, the North Park of the zone generated RMB 273.1 million in gross industrial output. Hanesbrands Inc, a U.S.-based textile manufacturer, invested US$127 million in a production line in the park.

Limitations
  • Nanjing lags behind Suzhou and Wuxi in attracting foreign investment and achieving economic development. The zone faces fierce competition from other export processing zones in Jiangsu Province
  • Operational costs are high compared to costs in central and western regions
  • Mineral resources are scarce
