Dr. Raja Easa Al Gurg, Managing Director of the Easa Saleh Al Gurg Group LLC (ESAG), is a well known business woman in the region. She has achieved laurels for her stellar leadership of the Group under the tutelage of her father, the Chairman, H.E. Easa Saleh Al Gurg, KCVO, CBE. Her counsel and valuable insights have significantly contributed to the growth and expansion of ESAG.

A leading business woman in her own right, Dr. Al Gurg has carved a unique niche for herself in the region due to her support and encouragement of Arab women entrepreneurs. She is the President of Dubai Business Women Council; Vice Chairperson of the Board of Directors, Dubai Healthcare City Authority; Board member of the Dubai Chamber Of Commerce & Industry (DCCI) and Dubai Women’s Association.

Dr. Al Gurg is the first Emirati woman on the board of HSBC Bank Middle East Limited and is also on the advisory board of Coutts Bank, the wealth division of the Royal Bank of Scotland Group. She is the Head of the Auditing Committee at the Federal Customs Authority and a Board member. Dr Raja is also on the Board of Trustees for the Mohammed Bin Rashid Al Maktoum Global Initiatives - one of the largest development and community foundations in the Middle East.

She is also Vice Chairperson, Board of Trustees, for the Mohammad Bin Rashid University of Medicine and Health Sciences and a member of the Board of Governors of the Hamdan Bin Mohammed Smart University. She was awarded with an Honorary Doctorate at Queen’s University Belfast for services to business and commerce and also conferred the Doctor of Literature (D.Litt.) honour by Amity University, India. Dr Raja Al Gurg is also the Chairperson of the Board of Directors of Al Jalila Foundation, a non-profit organisation whose mandate is to promote the UAE as a centre of excellence for medical research and education.

Dr Raja Easa Al Gurg is ranked second in the Middle East’s Most Influential Women listing for 2018 by Forbes Middle East. She has been ranked 28th in the Arab Power 2018 listing of the 100 Most Powerful Arabs, compiled by Gulf Business magazine rising from the previous ranking in 2017. She was the most powerful Emirati Businesswoman in Forbes Middle East’s 2017 ranking. She was listed 90th among ‘The World’s 100 Most Powerful Women’ by Forbes for 2017.

Dr. Al Gurg represents the U.A.E. at many international conferences and round-tables as a key-note speaker and is also part of the Government of Dubai’s official delegation for various trade and commerce meetings. She also hosted the first MENA Businesswomen’s Network Forum, in her capacity as the President of the Dubai Business Women Council.

Dr. Al Gurg also spends considerable time in several philanthropic, social and charitable activities, notably with the Easa Saleh Al Gurg Charity Foundation and the Al Jalila Foundation, a UAE organisation with global aspirations dedicated to making lasting and significant contributions in healthcare to transform lives.

Michael D'Arcy is the Minister of State at the Department of Finance with special responsibility for Financial Services and Insurance. He has been a Teachta Dála (TD) since 2016 and previously, from 2007 to 2011, for the Wexford constituency. He served as a Senator for the Administrative Panel from 2011 to 2016.

Mr D'Arcy was co-opted to Wexford County Council as a councillor for Gorey in 2003 and re-elected at the 2004 local elections. He was elected TD for Wexford at the 2007 General Election. Burkhard Balz has served on the Bundesbank’s Executive Board since September 2018 and is responsible for Directorates General Payments and Settlement Systems, Economic Education and International Central Bank Dialogue.

From 2009 up until joining the Deutsche Bundesbank, the law graduate and trained bank clerk was a Member of the European Parliament, where he sat on the Committee on Economic and Monetary Affairs and served as the financial policy spokesman of the European People’s Party (EPP) between 2014 and 2018. In his role as rapporteur, Mr Balz presented reports on, inter alia, Latvia’s accession to the euro area, the Solvency II Directive and regulations pertaining to the European Supervisory Authorities. Between 2014 and 2018, he was a member of the EPP Group Bureau. He was also a member of the ASEAN delegation of the European Parliament. Mr Balz was Chair of the European Parliamentary Financial Services Forum from 2014 to 2018 and also chaired the EP – Hong Kong Friendship Group.br>
Prior to his membership of the European Parliament, Mr Balz held various positions at Commerzbank AG in Hanover, where he most recently headed the department for institutional clients.

Denis Beau has been Deputy Governor of the Banque de France since 1 August 2017. He has also been appointed by the Governor to represent him as Chairman of the Autorité de contrôle prudential et de résolution (French Prudential Supervision and Resolution Authority – ACPR). He is a member of the college of the Autorité des marchés financiers (French Financial Markets Authority – AMF), of the Supervisory Board of the Caisse des Dépôts, and of the Supervisory Board for the European Central Bank’s Single Supervisory Mechanism.

Denis Beau has also been appointed Chair of the Committee on Controlling (COMCO) of the ECB since 9 January 2018.

Born in 1962, he joined Banque de France in 1986 after graduating from l’Institut d’Etudes Politiques de Paris. He subsequently received a Master degree in Business Administration from INSEAD. His career path at the Banque de France led him to hold management positions in the Financial Markets, Payments and Market Infrastructures and Economics and International Relations departments. He was seconded to the New York Fed (1997-1998) and served at the Bank for International Settlements as secretary of the G10 Committee on Payment and Settlement Systems (2007-2008). He was then appointed Director General of Financial Stability and Operations and a member of the Executive Committee of Banque de France and in this capacity he chaired the National Retail Payments Committee, the French Financial Center Robustness Group and was a member of European and international committees dealing with monetary policy and financial stability issues and prudential regulation of banks (Euro Retail Payments Board, Committee on the Global Financial System, Basel Committee on Banking Supervision – co-chair of the Macroprudential Supervision Committee).

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Professor Chan is Adjunct Professor and Senior Advisor to the Dean at HKUST Business School. He was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017. Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST). Before joining the HKUST Business School in 1993, Professor Chan had spent nine years teaching at Ohio State University in the United States.

Professor Chan received his bachelor's degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.

Professor Chan held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation. Raymund is the Chairman of PwC Asia Pacific and Greater China. He is also one of the five senior partners on PwC’s global Network Leadership Team that sets the overall strategy for the PwC Network and the standards to which PwC firms agree to adhere.

Raymund was born and raised in Hong Kong, but began his professional career in Toronto, Canada in 1984 after graduation. He then returned to Hong Kong in 1993 and was admitted to the Partnership in 1995. He was appointed to the Management Board of PwC China and Hong Kong in 2002 and in 2003, he relocated to Beijing and was named the Energy, Utilities and Mining Industry Leader. He became PwC’s China Assurance Leader in 2005, and from 2011 to 2015, he also became PwC’s Assurance Leader for the Asia Pacific region. Raymund returned to Hong Kong in 2014 and was elected Chairman of PwC Greater China in 2015. In 2017, he also became PwC’s Asia Pacific Chairman.

During his more than 30 years of professional experience, Raymund has provided assurance and business advisory services to both private and public enterprises in Hong Kong as well as state-owned and private enterprises in mainland China. He has been involved in a number of onshore and offshore initial public offerings, debt financing, corporate restructuring, and mergers and acquisition transactions covering the finance, manufacturing, retailing, media and entertainment, technology and energy sectors.

Raymund had previously served as an Expert Adviser to the relevant authority responsible for the Power Industry reform in China. He had also served as an SEC Expert Witness on China cross border regulatory inspection issues in Washington. Raymund is a frequent speaker at financial and business forums covering various emerging business and economic issues.

Raymund is a firm believer in actively working to make a positive impact on society. Previously he had served as Chairman of Advisory Board, College of International Education at Hong Kong Baptist University as well as a member of the HKSAR government’s Community Investment & Inclusion Fund (CIIF) to promote social capital for community revival from 2007-2013.

He holds an MBA from Strathclyde University, Scotland, DipMS from Edinburgh Napier University, Scotland and BEng (Hons) Electronics Engineering from Sheffield University, England. He is also a Fellow of Hong Kong Institute of Directors.

Victor Chu was born in Canton, China and came to Hong Kong at the age of four. He received his early education in Hong Kong and England, and took his law degree at University College London where he is now a honorary fellow.

Mr Chu is Chairman of First Eastern Investment Group, a leading Hong Kong-based international investment firm and a pioneer of private equity investments in China. He is a Co-Founder and Director of Peach Aviation in Japan, as well as a Board Member of Airbus SE.

Over the last 30 years, Victor Chu has at various times served as Director and Council Member of the Hong Kong Stock Exchange, Member of the Hong Kong Takeovers and Mergers Panel, Advisory Committee Member of the Securities and Futures Commission, and part-time member of Hong Kong Government’s Central Policy Unit. Mr Chu has also served as a Foundation Board Member of the World Economic Forum from 2003 to 2015 and currently co-chairs the Forum’s International Business Council. He is Chairman of the Hong Kong-Europe Business Council.

John Flint was appointed as Executive Director and Group Chief Executive of HSBC Holdings plc with effect from 21 February 2018. He is also Chairman of the Hong Kong and Shanghai Banking Corporation Limited.

Mr Flint joined HSBC as an International Officer in October 1989. He spent the first 14 years of his career with HSBC in Asia helping to establish and expand the HSBC Global Markets business in the region before moving back to London in 2004. He has held various roles across the Group, with postings in Hong Kong, Singapore, Indonesia, Thailand, India, Bahrain, the United States and the United Kingdom.

In 2006, Mr Flint was appointed Group Treasurer and in 2008, he added the roles of Deputy Head of Global Markets and Head of Global Markets, Europe, Middle East and Africa.

In 2010, Mr Flint was appointed Chief Executive of HSBC Global Asset Management and in 2012, he became Chief of Staff to the Group Chief Executive and Group Head of Strategy and Planning.

He was appointed as a Group Managing Director in January 2013 and Chief Executive of Retail Banking and Wealth Management (RBWM).

Mr Flint is a member of the Monetary Authority of Singapore International Advisory Panel and the International Business Council of the World Economic Forum. He is also a Global Commissioner of the New Climate Economy.

Luc is the APAC Head of Investment Directors for Fidelity International’s Fixed Income business. Prior to Fidelity, Luc was portfolio manager and Head of Fixed Income at Manulife Asset Management in Singapore. His strategies ranged from pure high-yield corporate credit to local government bonds as well an absolute return strategy.

Before moving to Asia in 2011, Luc was portfolio manager and trader for the credit derivatives and loan portfolio of Bank of Tokyo-Mitsubishi UFJ in London. He started his investment career with Credit Suisse in Switzerland as corporate credit analyst.

After the legislative elections of 14 October 2018, Pierre Gramegna started his second term as Minister of Finance on 5 December 2018 in the coalition government formed by the DP, the LSAP and "déi gréng".

As Minister of Finance, Pierre Gramegna has initiated major reforms to balance the budget and to align Luxembourg’s tax rules with international transparency standards. Thanks to these efforts, Luxembourg’s AAA rating has been consist¬ently confirmed by all major rating agencies and, in 2015, the Global Forum on Transparency and Exchange of Information for Tax Purposes upgraded Luxembourg to "largely compliant". Pierre Gramegna is also a promoter of the diversification of Luxembourg’s financial centre, in particular with regard to Fintech and sustainable finance. He is the initiator and presi¬dent of the LHoFT Foundation, which runs the Luxembourg House of Financial Technology. He has also further developed bilateral relations with China in the financial sector and since he took office, four additional Chinese banks have chosen Luxembourg as their EU hub.

As a career diplomat, Pierre Gramegna joined the Ministry of Foreign Affairs in 1983. He was subsequently appointed political and economic affairs advisor to the Luxembourg embassy in Paris in 1988, an office he held for four years before being appointed consul general and director of the Board of Economic Development in San Francisco. From 1996 to 2002, Pierre Gramegna was Luxembourg’s ambassador to Japan and South Korea. He was subsequently responsible for the Directorate of International Economic Relations at the Ministry of Foreign Affairs. In 2003, Pierre Gramegna took up the position of director general of the Chamber of Commerce, an office he held until his appointment to the government in December 2013.

A veteran banker, Mr. Hirano started his career more than 40 years ago working at MUFG’s domestic banking branch offices. He later developed his career in Europe and New York, where he held a variety of positions within corporate banking and global strategy planning.

Following his return to Japan, he held a number of high-ranking positions in the Bank’s corporate banking and corporate planning divisions. In January 2006, Mr. Hirano was appointed as a Managing Director of the Bank responsible for corporate functions.

In March 2009, he became a director of Morgan Stanley, a firm with which MUFG maintains a strategic capital alliance.

In June 2009, Mr. Hirano was promoted to Deputy President of MUFG Bank and also assumed an additional role as a Managing Officer of MUFG in charge of facilitating the strategic alliance with Morgan Stanley.

In April 2012, Mr. Hirano was appointed President of the Bank, and a year later, in April 2013, began concurrently serving as President & Group CEO of MUFG. He became the Chairman of the bank in April 2016.

Mr. Hirano has served as Chairman of the Japan-U.S. Business Council since 2017 and as an Audit and Supervisory Board member of Toyota Motor Corporation since June 2018.

Mr. Hirano graduated in 1974 from Kyoto University, where he studied law.

Mrs Lam has served the public for more than 36 years in 20 public service positions including Director of Social Welfare, Permanent Secretary for Housing, Planning and Lands (Planning and Lands), Director-General of the Hong Kong Economic and Trade Office in London, Permanent Secretary for Home Affairs, Secretary for Development and Chief Secretary for Administration.

Mrs Lam was elected as the Fifth-Term Chief Executive of the Hong Kong Special Administrative Region on March 26, 2017, and was officially appointed to this position by the Central People’s Government on March 31, 2017 to assume office on July 1, 2017.

He joined the Hong Kong Monetary Authority (HKMA) in April 1993 and was the Head and Executive Director of various divisions of the HKMA until 2004.

In July 2004, Mr Lau was seconded to the Hong Kong Mortgage Corporation as Chief Executive Officer until he retired in December 2012. Mr Lau was appointed Under Secretary for Financial Services and the Treasury in January 2014.

Mr Lau holds a Bachelor of Mathematics (Computer Science and Statistics) Honours Degree and a Master of Mathematics Degree in Computer Science from the University of Waterloo, Canada.

Professor Lau specialises in economic development, economic growth, and the economies of East Asia, including that of China. In 1966, he developed the first econometric model of China. Professor Lau was awarded the degree of Doctor of Social Sciences, honoris causa, by the Hong Kong University of Science and Technology in 1999, the degrees of Doctor, honoris causa, by Soka University and Doctor of Laws, honoris causa, by Waseda University in 2007, and the degree of Doctor of Management Sciences, honoris causa, by the National Central University, Taiwan, in 2010, the degree of Doctor of Economics, honoris causa, by Fudan University in 2011, and the degree of Doctor of Laws, honoris causa, by The Chinese University of Hong Kong in 2014.

Professor Lau currently serves as a Vice-Chairman of the China Center for International Economic Exchanges, a Vice-Chairman of the China Science Center of the International Eurasian Academy of Sciences, an Adviser to the National Bureau of Statistics of the People's Republic of China, a member of the International Advisory Council of the China Development Bank and Chairman of the Board of Directors of The Chinese University of Hong Kong (Shenzhen) Finance Institute. Mr Tony LAM, currently the Deputy Privacy Commissioner for Personal Data, Hong Kong, has a strong public sector background. He was an Administrative Officer in the Hong Kong Government for almost 20 years and was a Director of the Hong Kong Productivity Council for about 8 years. Prior to joining the organization, Mr Lam was a Senior Advisor to a private sector firm specialising in public policy consultancy.

Over the years, Mr Lam has been involved in public policy formulation and implementation in a very wide range of areas including trade, industry, innovation and technology. He has played a long time role in driving government policies in these areas for harnessing the potential of innovation and technology to transform Hong Kong industries into high value-adding ones. During his civil service career, Mr Lam has been a Hong Kong Government representative stationed in Washington, D.C. of the United States and served two Chief Executives as their Clerk to the Executive Council. He has also played a part in implementing major cross-boundary projects including the Hong Kong-Zhuhai-Macao Bridge and the Guangzhou-Shenzhen-Hong Kong Express Rail Link at an early stage.

During his time as a Director of the Hong Kong Productivity Council, Mr Lam has led various supporting functions such as human resources development, finance, procurement, management information service, corporate communications and the Council secretariat.

Mr Lam assists the Privacy Commissioner for Personal Data in the discharge of his statutory duties and responsibilities, including the strategic planning and development of the office.

Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness. She is also responsible for Fintech and Green Finance. Ms Leung was Executive Director responsible for the Investment Products Division from March 2015 to mid-June 2016.

Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she worked with the Hong Kong Monetary Authority (HKMA) for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators. She represented the HKMA at the Bank for International Settlement's Committee on the Global Financial Systems.

In over 20 years of public service, Ms Leung has extensive experience in financial market development, surveillance and international cooperation. She coordinated an initiative among Asian central banks that led to the launch of the Asian Bond Fund, helped introduce the renminbi business in Hong Kong, and facilitated the issuance of yuan-denominated sovereign bonds by the Chinese Ministry of Finance as well as the issuance of other investment products in the offshore renminbi market.

Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she conducted research and authored a book on how Asia surmounted various financial crises.

Ms Leung chairs the Academic and Accreditation Advisory Committee and the Fintech Advisory Group. She also sits on the Advisory Committee, the SFC (HKEC Listing) Committee, the Budget Committee and the Executive Committee.

Michel Liès has 40 years’ experience in global insurance and reinsurance, life insurance, and property and casualty insurance. He has held a number of positions in the industry, including Group CEO of Swiss Re. He began his career at the reinsurer in 1978, working first in the life market in Latin America before moving to Europe in 1983, where he held a number of senior positions within Swiss Re’s life businesses. In 1994 he moved into Swiss Re’s non-life sector, with responsibility for southern Europe and Latin America. From 1998 he served as Swiss Re’s Head of Latin America Division until 2000, when he was appointed Head of the Europe Division of its Property & Casualty Business Group. In 2005 he became Swiss Re’s Head Client Markets with responsibility for client relationships worldwide, and was also appointed as a member of the reinsurer’s Group Executive Committee. From 2011 to 2012 Mr. Liès served as Swiss Re’s Chairman of Global Partnerships, which works with governments, international development bodies and non-governmental organizations (NGOs) to mitigate and address global risks and increase resilience. He was appointed Swiss Re’s Group CEO in February 2012 and served in that role until his retirement from Swiss Re in 2016. He became Chairman of the Board of Zurich Insurance Group Ltd and Zurich Insurance Company Ltd in April 2018.

Mr. Lim Guan Eng is the Minister of Finance of Malaysia. He assumed the position on 21st May 2018 following the victory of the Pakatan Harapan (Alliance of Hope) coalition in Malaysia’s 14th General Elections on 9th May 2018.

Born in December 1960, Mr. Lim holds a Bachelor’s degree in Economics from Monash University, Australia and is a qualified accountant. He is married to Madam Betty Chew Gek Cheng, a former practising lawyer and former State assemblywoman in her own right. They have 4 children. He held a senior executive position in the banking industry prior to entering politics. Mr. Lim was elected as the Member of Parliament for Kota Melaka for three consecutive terms from 1986 until 1998.

Political Post

In 1990, he was appointed as the Socialist Youth Chairman of Democratic Action Party (DAP) and elected to the same position in 1992. He became the DAP’s Deputy Secretary-General in 1995 and was elected as the DAP’s Secretary General in 2004. Mr. Lim was re-elected as DAP’s Secretary General in 2008, 2013 and 2018, a position he holds until today.

After the 12th General Elections in March 2008, he assumed Penang State’s top leadership as its 4th Chief Minister, and following another victory in the 13th General Elections in May 2013 he was sworn in for a second term.

Moving Penang forward

In his time as the 4th Chief Minister of Penang from March 2008- May 2018, Mr. Lim put clean leadership and good governance at the core of his administration. Based on the principle of Competency, Accountability and Transparency (CAT),

Penang has managed to reverse the gradual decline of the State and is now the leading state in Malaysia.

Under Mr. Lim’s leadership of not only doing things right but doing the right thing, Penang’s success stories grew across the board. From the economic perspective, the Penang State Government through strong emphasis on CAT, was able to achieve surpluses every year since 2008, reduced state debt by 95% and increased state assets by more than 100%. As the industrial state of Malaysia worth more than 95% in manufacturing and services, Penang recorded the highest FDI despite no assistance from the Federal Government.

Penang also became the No. 1 state in Malaysia in attracting investments and FDI in 2010 and 2011 as well as becoming the first state in Malaysian history to wipe out poverty in 2013. In its quest to be the first green state in Malaysia, the State Government is the first in Malaysia to launch green initiatives such as ‘no free plastic bags’ at supermarkets and banning of polystyrene boxes.

The Penang State Government is tremendously proud to have George Town listed as a UNESCO World Heritage Site. Against the setting of Penang’s rich historical tapestry, the State is now a focal point for creative energy and artistic talents. The State is fast becoming a dynamic cultural capital with progressive advances in art, heritage and music.

Penang may have derived its roots from colonial days but today, the State breathes modernity in every facet of life. A combination of sustainable development, vibrant cultural and arts landscape, valued heritage, clean environment and healthy lifestyle gives Penang a renewed vigour to be the city everyone wants to live in. He is also Adjunct faculty of The Chinese University of Hong Kong (MSc/Entrepreneurship/ IT Management, EMBA/Innovation, OneMBA/Entrepreneurship), and Visiting Professor of PKU (School of Innovation and Entrepreneurship). His expertise and current interests include Intellectual Property Commercialization, Business Models Innovation and Technology Transfer.

His previous experience includes positions with Bell Labs, Cable & Wireless Innovation, Hong Kong Telecom, and S Venture, an early stage investment company. He had served as Board of Directors for two listed companies in Hong Kong, as panel of assessors of SERAP (Small Entrepreneurs Research Assistance Program), and as Director of the Young Entrepreneurs Development Council.

Dr. Lo was a Senior Researcher at Harvard Business School’s (HBS) Asia-Pacific Research Center. He had conducted many consulting projects for institutions and PE funds such as HK Government (regulatory policy), IFC of World Bank (Investment strategy in China), Intellectual Ventures (Invention Network) and had advised many startups in the past.

Mr Vincent HS Lo assumed Chairmanship of the Hong Kong Trade Development Council (HKTDC) in June 2015. In addition to his business capacity, Mr Lo has been active in community services. Prior to his previous position as Chairman of the Airport Authority Hong Kong, he had participated in the preparatory work of the establishment of the Hong Kong Special Administrative Region (HKSAR). He is currently a Director of the Boao Forum for Asia, President of the Council for the Promotion & Development of Yangtze and Honorary Life President of the Business and Professionals Federation of Hong Kong.

Mr Lo was awarded the Gold Bauhinia Star (GBS) in 1998 and appointed Justice of the Peace in 1999 by the Government of the HKSAR. Other accolades include “Businessman of the Year” at the Hong Kong Business Awards in 2001, “Director of the Year Award” from The Hong Kong Institute of Directors in 2002, as well as Chevalier des Arts et des Lettres from the French government in 2005. In 2009, Mr Lo was named “China Entrepreneur of the Year” and “Entrepreneur of the Year” in the China Real Estate Sector by global consultancy Ernst & Young. He was also given an “Honorary Citizen” of Shanghai in 1999 and Foshan in 2011. Nurlan KUSSAINOV was born in 1976 in Zhezkazgan. He graduated from Kazakh State Academy of Management, with major in foreign economic relationships in 1997. In 2009 he accomplished his Master’s degree in management from Stanford Graduate School of Business (Sloan Master Program).

He started his work experience in 1996 as an economist with Kazakhmys (Zhezkazgancvetmet), after that he worked for the Strategic Planning Agency of Republic of Kazakhstan and served as a Head of Strategic Planning Department for the Development Bank of Kazakhstan.

Then, since 2002, he was the Counselor Minister of Economic Affairs and Budget Planning of the Republic of Kazakhstan, and took part in creating state development finance institutes. He also was the Head of WTO Accession Team in Geneva, Switzerland, as representative of the Ministry of Industry and Trade of the Republic of Kazakhstan, aiming coordination of the negotiation process of Kazakhstan’s WTO accession.

In 2004 Nurlan became CEO for the Center of Marketing and Analytical Research, government-owned corporation, which was macroeconomic and industrial thinks tank. This Center was actively involved in development of key strategic programs of the Government of Kazakhstan, consulting municipal governments and large private conglomerates.

In 2007 Nurlan Kussainov became a CEO for investment company CNRG Capital, and in 2009 he was invited to be managing partner of Al Falah Partners, managing a joint UAE and Kazakhstan private fund of 500 million USD to target CIS market.

In 2010 Mr. Kussainov was appointed as the first deputy CEO, then CEO for the Development Bank of Kazakhstan. In order to Presidential Decree in January 2014, Nurlan Kussainov was assigned as a Deputy governor for the National Bank of Kazakhstan.

In order to Financial Ministry's Decree in January 2016 Nurlan Kussainov was assigned as a Member of the board of Directors of Astana International Financial Center Authority. Later in February 2016, with the decision of the Board of Directors, Nurlan Kussainov was appointed as the CEO for AIFC Authority.

Nurlan is fluent in Kazakh, Russian and English, he is married with four children.

Based in Hong Kong, Mr. Pathak leads IFC’s advisory and investment operations across 18 countries, which in fiscal year 2018 reached $3.5 billion in long-term investments, including funds mobilized from other investors.

Previously, he served as IFC Director for Investment and Credit Risk based in Washington, DC, managing a team of seasoned professionals responsible for global coverage of credit risk, investment risk, integrity risk, pricing and credit/equity training. Prior to that, he oversaw IFC’s portfolio in the Middle East and North Africa, and led IFC’s business development efforts in frontier markets like Afghanistan, Iraq and Iran.

Before joining IFC, Mr. Pathak worked with Bank of America and ABN AMRO Bank in new business and risk management. In his capacity as Head of Risk Management at ABN AMRO Bank Thailand, he was responsible for managing a large and diverse portfolio during the Asian Financial Crisis. Mr. Pathak holds a Master’s degree in Management from the University of Mumbai, India.

Ms Jayne Plunkett assumed the role of Regional President for Swiss Re's business in Asia on 1 July 2016. She also holds the role of Chief Executive Officer of Swiss Re Asia Pte. Ltd. and was elected to its Board of Directors with effect from 31 December 2017.

She is responsible for running all facets of the business and leads over 1,900 employees in eight markets across Asia. She brings with her 25 years of experience which has spanned over three continents; Asia, North America, and Europe.

Ms Plunkett joined Swiss Re in 2006 as Managing Director and Head of Property & Casualty Underwriting, Regional Accounts in the US, following Swiss Re's acquisition of GE Insurance Solutions. From 2008 to 2012, she was based in Hong Kong as Managing Director and Head of Casualty Underwriting for the Asia region.

Before assuming her current role, Ms Plunkett became a Member of the Group Management Board and held the global role, Division Head Casualty Reinsurance, where she focused on growing and developing business in response to technological changes, as well as managing the unit handling all large and complex transactions for P&C Reinsurance.

In 1999, Ms Plunkett joined GE Insurance Solutions where she served as Insurance Pricing Team Leader, Deputy Chief Reserving Actuary, Head of Casualty Risk Management, and Head of Planning and Analysis. She started her career at John Deere Insurance Company in 1992, where she held various positions in the Commercial Lines segment in Property and Casualty.

Ms Plunkett is a Fellow of the Casualty Actuarial Society and a member of the American Academy of Actuaries. She was also named a Young Global Leader of the World Economic Forum in 2010.

Dr Frank Tong Fuk-kay is the Head of Innovation Labs and Strategic Investments. He is based in Hong Kong, taking over responsibilities for the Applied Innovation and Strategic Investment teams.

Before joining HSBC, Dr Tong is the CEO of Hong Kong Applied Science and Technology Research Institute (ASTRI), the largest ICT R&D facility in Hong Kong funded by the SAR Government through its Innovation and Technology Commission. He leads the institute with five core technology areas identified as its strategic pillars – Financial Technologies, Intelligent Manufacturing, Next Generation Network, Health Technologies and Smart City.

Under his leadership, ASTRI has successfully commercialised many technologies, and collaborated with several local, regional and international academic and commercial organisations. In addition to initiating a number of Joint Labs and R&D Centres, Dr Tong has also spearheaded talent development and capacity building endeavours for students and professionals alike from Hong Kong, Mainland and elsewhere. Collaborations with public sector organisations in Hong Kong and overseas like Hong Kong Monetary Authority, Bank of Thailand, and Electronic Transactions Development Agency of Thailand, and partnerships with leading banks like Bank of China (Hong Kong) and HSBC have thrived during his tenure.

After a rich and successful career stint in the US, he returned to Hong Kong to take over senior research and academic roles in IBM Research and the Chinese University of Hong Kong. Between 2001 to 2004, he was seconded from CUHK to ASTRI as Vice President of the Photonics Group where he successfully led the group’s spin-off and joined SAE Magnetics - a wholly owned subsidiary of TDK. The spin-off was one of the most successful commercialisation endeavours in the history of ASTRI. From 2013 to 2014, he was the CEO of Hisense Broadband Multimedia Technologies, leading many successful mergers and acquisition of technology companies.

Frank was born in Hong Kong and had his primary and secondary education at La Salle College. He obtained BA and MA degrees respectively from UC San Diego and UC Santa Barbara, and PhM and PhD from Columbia University. Career
Paul Yang is a seasoned banker with extensive experience in a wide range of financial services. He joined BNP Paribas in Paris in 1988 and has held various senior positions in France and Asia over the past almost three decades.

Mr Yang was Deputy Head of Corporate Finance for Greater China from 2007 to 2011, during which he led a number of high profile IPOs and share placements for clients across the region. Before this, he was Deputy Head of North and East Asia, and Deputy CEO of BNP Paribas’ Hong Kong Branch from 2004 to 2011, and was Head of Country for Taiwan from 2001 to 2004.

In his role as the Head of Greater China, Mr Yang, oversees the BNP Paribas’ strategic business development in the China, Hong Kong and Taiwan markets.

Mr Yang has been the Head of Country for China since 2014 and Head of Territory for Hong Kong as well as Chief Executive Officer of BNP Paribas’ Hong Kong Branch since 2011. He is based in Hong Kong.

Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2017. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of creative industries, intellectual property and consumer protection to boosting inward investment and tourism development.

Mr Yau has his full career in the public service. Before taking up the current post, Mr Yau was the Director of the Chief Executive's Office from 2012 to 2017, assisting the Chief Executive in formulating policies and setting policy goals and priorities. He was the Secretary for the Environment from 2007 to 2012, overseeing policies on environmental protection, energy, nature conservation and sustainable development.

Mr Yau started his civil service career as an Administrative Officer in 1981. During his long service as a civil servant, he held various positions, including Director of Information Services, Deputy Secretary for Education and Manpower, Deputy Director-General of Trade and Industry as well as Director-General of the Hong Kong Economic and Trade Office in Washington, DC, USA.

Mr Yau graduated from the University of Hong Kong. He received further education at Oxford University and at Harvard University.

Robert B. Zoellick is the non-executive chairman of AllianceBernstein, a leading global investment management firm that offers high-quality research and diversified investment services to institutional investors, individuals, and private wealth clients in major world markets.
