Policy 21 was set up in July 2000 by The University of Hong Kong as one of its wholly owned subsidiaries to provide practically oriented research services to the community. Starting from 1 May 2009, Policy 21 has become independent from The University of Hong Kong. Since then, it continues to provide research activities to the community, as it has done so since July 2000.
Since its establishment in July 2000. Policy 21 has undertaken over 700 projects for government bureaus and departments, quasi-governmental organizations, NGO, tertiary institutions and private corporations, spanning the fields of education, manpower, training, housing, community studies, civic awareness and national identity, social capital, law, health, domestic violence, suicidal ideation, internet access, knowledge management, youth, elderly, disabled and ethnic minorities.
